TFM-08: Sprinkler Statutes & Rules
SFMO says the test is "based on the Texas Insurance Code Chapter 6003 and the Texas Administrative Code 34.700". In practice that is two documents:
- Insurance Code Chapter 6003, the statute for fire protection sprinkler systems.
- 28 TAC Chapter 34, Subchapter G, the SFMO's sprinkler rules, starting at §34.700.
The rules themselves require it. 28 TAC §34.715(a) calls for a test covering the subchapter and Chapter 6003, with a score of at least 70%.
SFMO publishes no topic outline and no weights for TFM-08. The safe assumption is that any part of either document is fair game:
- company registration and the RME licenses;
- what each license type allows;
- applications, tests and fees;
- renewal and discipline;
- the standards Texas adopts by reference.
Fees and time periods are a favorite of closed-book law tests. Know the numbers exactly, not roughly.
TFM-10: Sprinkler Underground
TFM-10 is based on NFPA 24, the Standard for the Installation of Private Fire Service Mains and Their Appurtenances. It is the technical test for the RME-U, and a Texas PE license waives it.
Texas adopts NFPA 24-2019 (28 TAC §34.707(10)). Study from that edition. If your copy is newer, check what changed before you rely on it.
SFMO publishes no subject list or weights for TFM-10 either. Treat the whole standard as in scope.
The NICET licenses
If you are going for the RME-G, RME-D or RME-I, TFM-08 is your only Texas test. The technical qualification is NICET:

Study order
Most candidates are stronger on sprinkler work than on the law, so start with TFM-08. Chapter 6003 and Subchapter G are short enough to read end to end. Closed-book law questions reward exact recall: fees, days, intervals and who may do what.
For TFM-10, read NFPA 24-2019 by chapter rather than skimming, because you will not have it in the room.
