What's on the California Blue Card Exam? Topic Breakdown and Study Plan
Updated August 2026. The testing vendor changed for exams taken on or after June 1, 2026 — CPS HR Consulting now administers the exam at Pearson VUE centers, replacing PSI. The content outline below is unchanged.
The California Blue Card exam is 50 questions, 2 hours 15 minutes, 70% to pass — administered by CPS HR Consulting at Pearson VUE testing centers across the state. Compared to the four-level NICET system, it's a single-shot certification: pass or fail, no levels above or below.
That single-shot format makes the topic breakdown unusually important. Knowing where the blueprint puts the weight tells you exactly where to invest your study hours — and where to focus your California Blue Card practice tests as exam day approaches.

DIR publishes the topic mix in the candidate information bulletin. Here's the full breakdown:

Notice that Fire Alarm Systems alone is more than a third of the test. If you cut your study time short, that section is the last one you should sacrifice. When you run California Blue Card practice tests, look at your by-section scores — the Fire Alarm Systems score is the single best indicator of overall readiness.
Section 1: Safety (10%)
Covers personal protection (PPE selection, hot-work permits, ladder safety) and electrical safety (lockout/tagout, arc-flash awareness, working clearances).
What to study:
- NFPA 70E (Standard for Electrical Safety in the Workplace) — at minimum the working-clearance tables and arc-flash boundaries
- OSHA 29 CFR 1910 Subpart S — electrical safety-related work practices
- PPE category ratings and how to select for a given task
This section is mostly recall — if you've worked safely for 4,000 hours, you've absorbed most of it. The trap: it's easy to over-study Fire Alarm Systems and lose easy points here.
Section 2: Preparation (24%)
This is the big "theory and tools" section. It covers electrical theory, schematic reading, electrical symbols, test instruments, and basic methods.
What to study:
- Ohm's Law and the relationships between volts, amps, ohms, and watts
- NEC Article 100 (Definitions) — the exam loves definition questions
- Symbols used on fire alarm plans and shop drawings — NFPA 170 is the canonical reference
- Multimeter and meggar use, including reading interpretation
- Conduit fill calculations and box fill calculations
The Preparation section punishes shallow knowledge. Memorizing formulas without understanding when to apply them won't get you through. Good California Blue Card practice tests force you to apply formulas in context rather than reciting them, which is exactly what the live exam expects.
Section 3: Installation (12%)
Materials, wiring methods, and NEC compliance for fire alarm circuit installation.
What to study:
- NEC Article 760 — Fire Alarm Systems (the heart of installation requirements)
- NEC Chapter 3 — Wiring Methods (conduit, cable types, support requirements)
- Power-limited vs non-power-limited fire alarm circuit (PLFA vs NPLFA) distinctions
- Separation requirements from other systems (Class 1, 2, 3 circuits)
Article 760 is short relative to the NEC but it's dense. Read it twice.
Section 4: Termination (8%)
Smaller section, focused on landing wires correctly: terminal block selection, torque specs, splice methods, polarity, and labeling.
What to study:
- Manufacturer torque specifications and how to read them on equipment labels
- Class A vs Class B wiring (4-wire vs 2-wire circuits to notification devices)
- T-tap restrictions on fire alarm circuits
- Wire identification per NFPA 72 §10.3
Section 5: Testing & Troubleshooting (12%)
Test instruments, inspection procedures, and methodical fault-finding.
What to study:
- NFPA 72 Chapter 14 — Inspection, Testing, and Maintenance (frequencies, what to inspect, what to test)
- Common ground-fault sources on fire alarm circuits
- How to verify supervision (open-circuit, short-circuit, ground-fault detection)
- Battery calculations and how to verify standby/alarm capacities
This section rewards experience. If you've spent time on ITM jobs, you've seen most of what's tested here. California Blue Card practice tests catch the gaps between field practice and what NFPA 72 Chapter 14 actually requires — they're not always the same.
Section 6: Fire Alarm Systems (34%)
The biggest section by far. Initiating devices, notification appliances, power supplies, monitoring, maintenance, communications, commissioning.
What to study:
- NFPA 72 in depth — especially Chapters 3 (Definitions), 10 (Fundamentals), 14 (ITM), 17 (Initiating), 18 (Notification), 23 (Protected Premises), 26 (Supervising Station)
- Initiating device types: smoke (ion vs photoelectric vs aspirating), heat (fixed temp vs rate-of-rise), manual stations, waterflow, tamper
- Notification appliances: candela ratings, mounting heights, audibility calculations
- Power: primary, secondary (battery), and where 24-hour standby + 5-min alarm calculations apply
- Mass notification and ECS basics
A common mistake: candidates over-study installation and under-study commissioning. The exam asks plenty of "what's the next step in the sequence" questions about putting a system in service.
