Who needs this licence
Any individual who performs routine inspection or testing of any fire sprinkler system in Illinois, whether part-time or full-time.

Who is exempt
- State employees performing routine inspection or testing on behalf of State institutions, who meet the qualification requirements
- Individuals inspecting or testing on behalf of a municipality, county, fire department, fire protection district, or the Office of the State Fire Marshal, while performing official duties
- Stationary engineers, operating engineers, and other individuals employed full-time by the facility owner performing weekly and monthly inspections and tests
The exam you actually sit
Any one of these satisfies the qualification requirement. For most inspectors it is the NICET route.
- A current certification in inspection and testing of fire sprinkler systems from a nationally recognized certification organization. The rule names NICET Inspection and Testing of Water-Based Systems (Level III) and NFPA Water-Based Inspection, Testing and Maintenance (WBITM), and states that the list is not exhaustive. NICET Level II applied through 31 December 2022; Level III applies on and after 1 January 2023.
- A current ASSE 15010 certification in inspection, testing and maintenance for water-based fire protection systems
- Completion of a certified sprinkler fitter apprenticeship program approved by the U.S. Department of Labor
How the licence works
- You must be employed by a single licensed fire sprinkler contractor at a time to perform inspections
- Your employing contractor files the licence application on your behalf — you do not apply directly
- You must carry the licence, including photo identification, on your person while working
- You must be at least 21 years old
- Renewal and continuing education are governed by 225 ILCS 317/35

That sets a floor rather than a ceiling: it does not prevent a municipality from adding stricter local requirements, so confirm with the authority having jurisdiction where you work.
