Washington Fire Alarm License Requirements: The NICET Level II Path
Washington is unusual: it is not a stand-alone fire-alarm licensing state. There is no in-state fire-alarm technician card to apply for. But the work itself is still gated by a credential — the NICET Fire Alarm Systems Level II certification is mandated by building code for inspection, testing, maintenance, and programming of fire alarm systems statewide.
The mandate sits in WAC 51-54A-0907 §907.8.4.1, the State Building Code Council's amendment to IFC 907, effective July 1, 2018. The L&I (06) Limited Energy certificate is the carve-out — it covers installation as part of the electrical construction trade under RCW 19.28. Everything that is not electrical construction (ITM, programming, design) runs through the NICET pathway by building-code mandate.
A common misread: people assume the L&I (06) card covers all fire alarm work end-to-end. It does not. Once a system is installed and energized, ITM and programming on it require NICET Level II or the ESA/NTS equivalent. Working ITM without that credential — even with a valid L&I (06) — is non-compliant under the adopted building code.
What NICET Fire Alarm Level II tests
NICET FAS Level II is the second rung in a four-level work-element model administered through Pearson VUE. The tested standards line up with what every WA fire alarm technician encounters in the field:

The Level III line for design
WAC 51-54A-0907 §907.11.2 adds a second tier: anyone stamping or signing fire-alarm construction documents for permitting needs one of three credentials — NICET Fire Alarm Systems Level III, ESA/NTS Certified Fire Alarm Designer (CFAD) Level III, or a Washington-licensed Professional Engineer. This is the design-side credential, not an installation or ITM credential, and it sits on top of the same NFPA 72 fluency Level II builds.
Fees, renewal, and reciprocity
The NICET FAS exam itself runs roughly $185–$385 per level depending on certification path (verify current pricing with NICET — fees are set by the certifying body, not by Washington). NICET certifications renew on a 3-year recertification cycle with continuing professional development credits.
Because the credential is national, NICET is its own reciprocity. A Texas, Arizona, or Florida technician with NICET FAS Level II walks into Washington credentialed for ITM and programming on day one — no state-specific re-exam is required by §907.8.4.1. (The L&I (06) installation card is a separate matter with much narrower state-to-state reciprocity.)
The parallel sprinkler track
Washington applies the same NICET-acceptance pattern on the sprinkler side. WAC 212-80-093 explicitly accepts NICET Water-Based Layout Levels 2 and 3 and NICET ITM Levels 2 and 3 as exam-bypass credentials for Certificates of Competency issued by the WSP State Fire Marshal. A combined WA fire-alarm-and-sprinkler shop typically holds NICET FAS Level II for ITM and NICET WBSL Level II/III for sprinkler design — both anchored in the same NFPA standards stack.
