The FDNY S-95 Certificate of Fitness is the New York City practitioner credential for fire alarm system supervision, inspection, testing, and service. It's issued by the Fire Department of the City of New York under 3 RCNY §901-01, NYC Fire Code Chapter 9, and NYC Building Code §907. No person may supervise, inspect, test, or service a fire alarm system anywhere in the five boroughs without it.

Who needs the S-95

3 RCNY §901-01 and NYC Fire Code Chapter 9 are the controlling rules. They require any person who supervises, inspects, tests, or services a fire alarm system in NYC to hold an FDNY S-95 — central station operators, on-site supervision, ITM, and routine service all in scope.

The S-95 is not waivable by holding an NYS Department of State Fire Alarm Installer license or a NICET certification — both of which most NYC fire alarm techs also carry. The state license authorizes you to engage in the business of installing alarm systems in New York; the FDNY S-95 authorizes you to work on those systems specifically inside NYC. From the city's perspective, NICET Level III without an S-95 is no different from holding nothing.

How the S-95 fits with S-97 and S-98

In 2023, FDNY made fire alarm ITM services mandatory under FDNY-recognized companies, introducing S-97 (ITM principal) and S-98 (ITM technician). The S-95 remains the supervision credential. Most NYC fire alarm techs end up holding S-95 plus S-98; the company principal holds S-97. The S-95 is the gating credential — you usually take it first because the NFPA 72 fundamentals it covers are reused on S-97/S-98 prep, and FDNY S-95 practice tests translate directly to the later credentials.

Applications are filed at FDNY's Public Certification Unit at 9 MetroTech Center in Brooklyn:

The employer letter is the most-missed item. It must be signed by an officer of the NYC-operating entity, name you and your job title, and confirm the scope of work. Letters from out-of-state parent companies are routinely rejected.
