Washington Fire Sprinkler License: NICET Water-Based Layout via WAC 212-80-093

If you design, install, inspect, test, or maintain fire sprinkler systems in Washington, your credential path runs through the Washington State Patrol, Office of State Fire Marshal (SFMO) under RCW 18.160 / RCW 18.270 / WAC 212-80. The SFMO issues both a contractor license (Levels U, 1, 2, 3) and an individual Certificate of Competency at matching design levels — plus an Inspection and Testing Technician (ITT) certificate for NFPA 25 work.

The pivotal rule is WAC 212-80-093, which explicitly accepts NICET Water-Based Layout Levels 2 and 3 and NICET Inspection-Testing-Maintenance Levels 2 and 3 as exam-bypass credentials for the corresponding Certificate of Competency levels. This guide walks through the level structure, which NICET tier maps to which scope, and what each tier actually authorizes.

Two things to call out. First, Level 2 has no state-exam alternative — it is NICET L2 Water-Based or WA PE, period. Second, Level U and Level 1 candidates can sit the SFMO Director's 80% exam if they don't hold NICET, but for any practitioner planning national mobility, the NICET path is cleaner.

NICET Water-Based Layout: what's actually tested

NICET WBSL pulls across the canonical sprinkler standards Washington adopts by reference:

WBSL Level 2 maps to WA Level 2 (NFPA 13D + 13R design). WBSL Level 3 maps to WA Level 3 (the full stack including NFPA 24 underground). Working through targeted NICET Water-Based practice tests builds the cross-standard fluency the WBSL work-element model demands.

NICET ITM (the ITT path)

For the Inspection and Testing Technician certificate — required for NFPA 25 inspection work — the rule accepts NICET ITM Level 2 or 3, or ASSE 15010 Field Technician. ITM tests heavily against NFPA 25, with system-knowledge background from NFPA 13/13D/13R/14/20/22 and NFPA 70 fundamentals for pump and controller scopes.

A NICET ITM Level 2 holder can certify against WA's ITT cert directly through WAC 212-80-093 — no exam-bypass paperwork beyond submitting the active NICET card.

Niche SFMO exams (and when to skip them)

The SFMO also administers small state-exam paths for Level U (underground only, NFPA 24) and Level 1 (NFPA 13D residential), pass mark 80%. For anyone planning to expand into Level 2 or 3 work, the NICET path bypasses these entirely because NICET WBSL L2 satisfies Level 1 by exam-waiver.

Renewal and the contractor-sponsor rule

WA Cert of Competency renewal is annual and tied to employment with a licensed contractor. If your contractor sponsorship lapses, the Cert lapses too. The underlying NICET credential carries a separate 3-year recertification cycle with continuing professional development credits — losing NICET means losing the WA Cert, so plan NICET CPDs well ahead of expiration.

The parallel fire alarm track

Washington applies the same NICET-acceptance pattern on the fire alarm side, via a different vehicle: WAC 51-54A-0907 §907.8.4.1 mandates NICET Fire Alarms Level II for ITM and programming of fire alarm systems, and §907.11.2 mandates NICET Level III for design and plan review. A combined WA fire-protection shop typically holds NICET WBSL on the sprinkler side and NICET FAS on the alarm side — both anchored in the same NFPA standards stack.

What to do next

Washington's sprinkler rule is direct: WAC 212-80-093 accepts NICET Water-Based Layout Level 2 or 3 as the Certificate of Competency credential, with NICET ITM Level 2 or 3 for the Inspection and Testing Technician cert. There is no separate WA technical exam to pass on top of NICET at Levels 2 and 3.
