Two minutes a question is a tighter budget than some of ICC's other fire-family exams give — this is not a leisurely lookup exam. You need to know roughly where in the code each answer lives before you open the book, not find it cold.

The four domains, by weight

ICC publishes the domain weighting for Fire Inspector I directly, and it sums to exactly 100%:

General Provisions for Fire Safety is almost half the paper

At 48%, this one domain is worth nearly as much as the other three combined. It covers the core inspection content most people picture when they think "fire inspector": means of egress, construction type, fire-protection system readiness, and emergency access and planning, drawn from the IBC and IFC.

If you study nothing else deeply, study this. A candidate who is strong everywhere except this domain is still exposed on nearly half the exam; a candidate who is strong here and merely adequate elsewhere has covered most of the paper's weight.

The other three domains

General Inspection Administration (18%) is the procedural and legal side of the job — permits, recordkeeping, appeals, and legal testimony, mapped to IFC Chapter 1. This is also the domain where the reference picture is least settled: Fire Inspector I's content draws on the IFSTA manual as well as the code text, and we have not been able to confirm whether IFSTA itself is an approved in-room reference for this exam. See the requirements article and confirm directly with ICC before you plan your references around it.

Occupancies (17%) is occupancy classification and occupant load, out of the IBC.

Regulated Materials and Processes (17%) is hazardous materials and interior finishes, out of the IFC.

Confirm you have the 2021-cycle forms specifically — ICC also sells a newer code-cycle form of this exam, and the reference edition you study from needs to match the form you actually sit.

Where to start

Work General Provisions for Fire Safety first and confirm the rest against the weighting rather than against what you find personally interesting — the published percentages are the closest thing to an answer key you get before exam day. ICC does not publish a pass rate for this exam, so there's no benchmark to compare yourself against beyond the scope of the material itself.
