Arizona Fire Alarm License (Phoenix): NICET Level III/IV Under §105.7.1
Arizona has no statewide fire alarm technician license. There is no journeyman card, no state-level installer credential, and the Arizona Board of Technical Registration's alarm-agent regime explicitly excludes fire alarms under ARS 32-101. So how does Arizona actually credential fire alarm work?
The answer is municipal — and the municipality that sets the bar for the entire state is Phoenix. Under Phoenix Fire Code §105.7.1, a "qualified contractor" must hold one of three credentials: an Arizona Professional Engineer license, a passing exam from a recognized testing agency, or NICET Level III or IV in the applicable category. Mesa, Tucson, Chandler, Scottsdale, and most other Maricopa / Pima AHJs follow the same pattern via the IFC §901.7 framework, which makes NICET III/IV the de facto state credential for practitioners doing sprinkler, fire alarm, ITM, or special-hazards work in Arizona.
Why Phoenix sets the statewide bar
Roughly 60% of Arizona's population sits inside the Phoenix metro. Phoenix's §105.7.1 categories — automatic sprinkler systems, underground fire mains and hydrants, fire alarm systems, special extinguishing systems, and all fire-extinguishing systems including commercial cooking hood — set the credentialing template every other AHJ in the state follows.

The high-stakes piece: NICET lapse voids contractor status
Most states treat NICET as a one-time hurdle. Phoenix is different. Phoenix's qualified-contractor business certificate is valid for 3 years and is explicitly conditioned on the qualified contractor maintaining active NICET certification continuously. If NICET lapses, the qualified-contractor status is forfeit, and the firm cannot pull permits as a qualified contractor until the credential is restored.
NICET renews on a 3-year cycle requiring continuing professional development credits. For an AZ contractor, NICET CPD planning is a continuous business-continuity requirement, not a one-and-done task.
The state layer underneath: ROC C-16 / R-16 / CR-16
A separate state requirement runs alongside §105.7.1. The Arizona Registrar of Contractors (ROC) issues the contractor classifications for fire protection systems work — C-16 (commercial), R-16 (residential), and CR-16 (dual) — under Title 32, Chapter 10. A designated qualifying party with 4 years of trade experience in the last 10 must pass a PSI-administered open-book exam on the NFPA / IBC / IRC / IPC reference stack.
The ROC trade exam qualifies the firm to hold the C-16/R-16/CR-16 license; it does not satisfy Phoenix's NICET requirement on its own. Many AZ fire-protection firms run both credentials in parallel.
